Description
JOB SUMMARY
This position is under the direction of the Deputy Superintendent, Business Services, and has overall responsibility of the Transportation Department in meeting its service, contractual, and financial objectives. The Executive Director of Transportation, Internal & External, shall lead and administer a large multifaceted school transportation service and develop and monitor contractual transportation services for other entities based upon multiple local policies and procedures.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
1. Develop short and long-range strategies for successful transportation services that are safe, responsive, and efficient;
2. Negotiate contractual services with other entities;
3. Develop, write, edit, format, and supervise legal contractual agreements that meet local, state, and federal regulations and laws consistent with the goals and policies of the Governing Board;
4. Implement processes and procedures that are state-of-the-art in efficiency and effectiveness;
5. Develop long-range strategies for acquisition and implementation of technology that enhances efficiencies, safety, and communication for a large, multifaceted, and multimillion-dollar school transportation system;
6. Develop policies and procedures within the assigned function;
7. Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files;
8. Establish and maintain high standards for customer service;
9. Advise the Deputy Superintendent, Business Services, of unusual trends or problems and recommend appropriate corrective action;
10. Communicate with other administrators, personnel, and outside entities to coordinate activities and services, resolve conflicts, and exchange information;
11. Monitor and advise District officials on the status of departmental resources and make appropriate recommendations for meeting contractual obligations;
12. Provides direct supervision to the Management Team;
13. Develop and maintain Department budget and perform multi-year budget projections based upon future contractual services;
14. Establishes and maintains positive working relationships with other districts with an emphasis on contracted districts and entities;
15. Develop strategies and policies, in conjunction with the Director of Risk Management, to reduce risk management costs associated with workers' compensation and property liability for assigned function;
16. Assures compliance with all federal, state, and local agency rules and laws regarding pollution mitigation;
17. Maximizes revenue sources to the benefit of the District;
18. Seek out and negotiate adequate facilities needed for departmental contractual services and ensure federal, state, and local rules, laws, and mandates are adhered to regarding operation, as needed;
19. Perform related duties as assigned.
EMPLOYMENT STANDARDS
KNOWLEDGE AND ABILITIES
Knowledge of:
1. All phases of school transportation, public contracting, and school business administration;
2. Organizational development principles and practices;
3. Planning, organizing, and directing in a complex multimillion-dollar organization;
4. Principles and practices of collaborative management;
5. Knowledge of state school district funding mechanisms;
6. Specific laws and regulations regarding student transportation, including, but not limited to, Federal Code of Regulations, Title 49, California Code of Regulations Title 13, California Code of Regulations Title 27, California Education Code, and California Vehicle Code.
Ability to:
1. To oversee and improve all facets related to the efficient operation of a large school transportation system;
2. Provide leadership and direction;
3. Planning, organizing, and directing in a complex multimillion-dollar organization;
4. Be on call and respond to incidents at all times;
5. Initiate concepts for action, analyze problems, and make decisions;
6. Communicate effectively both orally and in writing;
7. Analyze situations accurately and adopt an effective course of action;
8. Work independently with little direction;
9. Prepare comprehensive narrative and statistical reports;
10. Maintain current knowledge of applicable provisions of applicable federal and state laws, rules, and regulations.
EDUCATION / EXPERIENCE
Education: Bachelor’s Degree in Public Administration, Business Administration, or related field preferred (must be completed within one (1) year of start date).
Experience: Five (5) years of fiscal and/or transportation senior management experience or other high-level leadership experience in a large public sector setting, preferably a School District. Additional training in School District finance, leadership, and operations is highly desirable.
REQUIRED LICENSES AND/OR CERTIFICATES
1. Possession of and maintain a valid California Driver's License during the course of employment;
2. Have an acceptable driving record;
3. Must be insurable at standard rates by the District's insurance carrier and maintain such insurability during the course of employment.
PHYSICAL DEMANDS AND WORKING CONDITIONS
The physical requirements indicated below are examples of the physical aspects that this position must perform in carrying out the essential job functions.
Physical Demands: Reach, bend, stand, walk, look down (frequently); sit, drive, stoop, squat, kneel, push, pull, twist (occasionally); crawl, lie down (infrequently); lift/carry up to 25 pounds (infrequently); grasp and manipulate tools and supplies; use seeing, hearing, and speaking.
Working Conditions: Work outdoors and indoors. Exposure to: seasonal outdoor temperatures 20º-120º, dust, wind and sun, snow, ice, traffic, and fuel odors; frequent driving to various locations throughout Southern California.
